containing protected areas (i.e., national parks, national monuments, wildlife refuges, and wilderness areas) are growing more rapidly than counties without such areas (Rasker et al. 2004). Undeveloped private lands adjacent to these protected areas are especially vulnerable to economic growth, particularly rural residential development. Between 1970 and 2000, rural residential development in the Montana and Wyoming portions of the Greater Yellowstone Ecosystem, which includes Yellowstone and Grand Teton national parks, increased 400% (Williams 2001). This development has degraded and fragmented current and potential grizzly bear habitat on private lands in the ecosystem. Continuation of this trend could jeopardize grizzly bear recovery in the region (Johnson 2001). Double-digit growth in residential subdivisions adjacent to the National Elk Refuge in Jackson, Wyoming, has diminished winter range for the 10,000 elk that use the refuge, and has displaced corridors that they use to reach summer range in Yellowstone and Grand Teton national parks (Howe et al. 1997). Cumulative impacts of residential development and resource extraction on lands surrounding Glacier National Park in western Montana threaten the park’s natural resources (Keiter 1985; National Parks Conservation Association 2002; Prato 2003b). A primary way land trusts can control economic growth and protect natural resources on private lands adjacent to protected areas is through conservation easements. A conservation easement is a legally binding agreement between a private organization and landowner that limits certain types of land uses or prevents development from occurring on that property. It requires the landowner to voluntarily donate or sell certain property rights, such as the right to subdivide, to a private organization, such as

Reconciling Development and Natural Beauty: The Promise and Dilemma of Conservation Easements

Local and regional private land trusts are among the most important and most numerous conservation actors in contemporary America, and conservation easements are perhaps the key land conservation tools used by these trusts. In recent decades, privately held conservation easements and local and regional private land trusts have grown at a rapid and increasing rate, and the total acreage protecte...

Interacting Social and Environmental Predictors for the Spatial Distribution of Conservation Lands

Conservation decisions should be evaluated for how they meet conservation goals at multiple spatial extents. Conservation easements are land use decisions resulting from a combination of social and environmental conditions. An emerging area of research is the evaluation of spatial distribution of easements and their spatial correlates. We tested the relative influence of interacting social and ...

Conservation easements: biodiversity protection and private use.

Conservation easements are one of the primary tools for conserving biodiversity on private land. Despite their increasing use, little quantitative data are available on what species and habitats conservation easements aim to protect, how much structural development they allow, or what types of land use they commonly permit. To address these knowledge gaps, we surveyed staff responsible for 119 ...

Effects of disputes and easement violations on the cost-effectiveness of land conservation

Conservation initiatives to protect and restore valued species communities in human-dominated landscapes face challenges linked to their potential costs. Conservation easements on private land may represent a cost-effective alternative to land purchase, but long-term costs to monitor and enforce easements, or defend legal challenges, remain uncertain. We explored the cost-effectiveness of conse...

Conservation in Practice Economics and Land-Use Change in Prioritizing Private Land Conservation

Incentive-based strategies such as conservation easements and short-term management agreements are popular tools for conserving biodiversity on private lands. Billions of dollars are spent by government and private conservation organizations to support land conservation. Although much of conservation biology focuses on reserve design, these methods are often ineffective at optimizing the protec...
